Special prosecutor Lee Taehan, investigating the June 3 local election ballot shortage crisis, sent an official letter to the National Assembly’s parliamentary probe special committee on the night of the 26th, requesting cooperation for a re-count and on-site verification. This comes as the special committee pushes for a re-count of ballots stored at the handball stadium in Olympic Park, Songpa-gu, Seoul, with the special counsel expressing intent to actively participate in the on-site verification. The special committee’s mandate expires on August 31.
According to sources familiar with the matter, Special Counsel Lee Taehan sent the letter titled “Request for Cooperation in Special Counsel’s Attendance During On-Site Verification of the Parliamentary Probe” to the National Assembly’s parliamentary probe special committee the previous night.
In the letter, the special counsel stated, “In case ballots suspected of forgery or damage are found during the re-count process of the on-site verification, we request cooperation to allow the special counsel to take measures to prevent destruction of evidence.”
Specifically, if irregular ballots are identified on-site, the special counsel plans to visually confirm them, document them via photos or videos, and separate them from other ballots, placing them in individual sealed envelopes. The seals will include details such as the time, location, and circumstances of discovery, along with witnesses, and the special counsel will sign them. The ballots must remain unaltered until the special counsel completes evidence collection procedures.
The special counsel announced that one special counsel member, one dispatched prosecutor, two special investigators, and ten forensic team members will participate in the on-site verification at Olympic Park in Songpa-gu. For the verification at the Incheon Yeonsu-gu Election Commission’s main conference room, one dispatched prosecutor, one special investigator, and three forensic team members will participate.
Based on this, People Power Party members of the special committee are expected to hold a meeting on the morning of the 27th to conclude whether to proceed with the re-count. Chairman Yoon Sang-hyun and People Power Party secretary Suh Bum-soo support the re-count, while Joo Jin-woo and others are reportedly hesitant.
Meanwhile, the People Power Party plans to file an election invalidation lawsuit with the Supreme Court on the 27th regarding the ballot shortage and voting suspension incidents during the 9th simultaneous local elections. The lawsuit will include elections for Seoul mayor, Incheon mayor, and Gyeonggi governor. People Power Party leader Jang Dong-hyeok previously stated, “We will fight again through an election lawsuit” after the National Election Commission dismissed the party’s appeal on the 13th.
